1. Get UEI Number
Request a Unique Entity Identifier (UEI) through SAM.gov. This replaced the DUNS number. Takes 1-2 business days.
2. Register on SAM.gov
Create your entity registration at SAM.gov. You'll need your UEI, EIN/TIN, bank account info, and NAICS codes.
3. Complete Entity Registration
Fill out all required sections: Core Data, Assertions, Representations & Certifications, Points of Contact. Takes 7-10 business days for approval.
4. Set Up NAICS Codes
Add all relevant NAICS codes to your SAM.gov profile. Primary code should be your main line of business.
5. Get Small Business Certification
Self-certify as a small business in SAM.gov. Check SBA size standards for your NAICS codes to confirm eligibility.
6. Research HUBZone Eligibility
Check if your business address is in a HUBZone at maps.certify.sba.gov. If eligible, apply through SBA's HUBZone program.
7. Set Up GSA eBuy Access (Optional)
Register for GSA eBuy to receive RFQ notifications. Requires GSA Schedule contract or being on GSA Advantage.
8. Create Capability Statement
Build a 1-page capability statement: core competencies, past performance, differentiators, company data (UEI, NAICS, cage code).
